Evidence into action
Test defined risks. Publish methods and limitations. Translate findings into changes that institutions can implement.
An institute in formation · Brazil
Practical safeguards for humanity’s AI future.
Turning evidence on advanced AI risks into action—with emerging economies at the centre.
01 / Our purpose
As artificial general intelligence develops, institutions need the ability to understand risks, test safeguards and act. We are developing a Brazil-based institute to turn evidence into practical protection for humanity’s future.
Our focus includes severe and potentially catastrophic risks from increasingly capable AI. Practical evaluation work builds institutional capability; it does not by itself demonstrate that AGI is safe.
Test defined risks. Publish methods and limitations. Translate findings into changes that institutions can implement.
Start with Brazil, work with local expertise, and adapt safeguards to the languages and institutions they serve.
Human oversight, transparent funding and clear responsibility for decisions from the beginning.
02 / Proposed first-year work
A focused first programme, scaled to funding and partner readiness. These are planned activities and targets.
Evaluate advanced AI systems in clearly defined settings, starting with a Portuguese public-service information assistant using synthetic questions.
4 proposed pilotsThree in Brazil; one in India if a qualified partner, funding and data conditions are ready. Otherwise, four in Brazil.
Help institutions rehearse decisions, escalation and coordination around serious AI incidents.
2 readiness exercises · 100 practitionersTraining and exercises will be assessed against documented actions and follow-through.
Turn findings into implementable controls, procurement guidance and operating procedures.
An English–Portuguese toolkitTarget: three institutions each implement at least three agreed controls, with two documented procurement or operating-policy changes.
03 / Where we begin
We will expand through local expertise and demonstrated demand. A regional ambition is not a claim of offices, partnerships or programmes already operating.
Proposed operating base and the first evaluation pilots. Build a delivery model grounded in Portuguese, local institutions and practical needs.
Potential location of the fourth evaluation, subject to a qualified local partner, appropriate data arrangements and funding.
Develop priorities country by country, with local experts and communities. The continent is not a single regulatory or institutional setting.
Explore locally informed priorities for advanced AI preparedness, institutional safeguards and accountable deployment.
Build relationships around local languages, public needs and the different institutional contexts across the region.
04 / People & accountability
The proposed structure combines a governing board, independent scientific and policy advisers, and an executive team. Appointments are under development.
The founder, five members bringing regional expertise, and an independent finance or audit specialist. The plan calls for an independent chair and a majority of independent members.
No prospective member is presented as appointed. Strategy, spending, publications and external commitments remain human decisions.
Five specialist AI advisory roles support research and planning. They have no governing authority and do not independently represent the institute.
Evaluation methods and technical safeguards.
Budgets, funding scenarios and reporting support.
Clear bilingual communication grounded in evidence.
Priorities, milestones and assessment of trade-offs.
Policy analysis and procurement safeguards.
Planning roles have been used in developing the founding documents. Persistent operational deployment has not been established.
05 / Founding support
Our proposed first-year fundraising target is US$1 million: US$900,000 for delivery and operations, with US$100,000 held in reserve.
| Core team | $360,000 |
|---|---|
| Local partners & fellowships | $200,000 |
| Commissioned research | $120,000 |
| Training & readiness exercises | $70,000 |
| Technology | $40,000 |
| Communications | $35,000 |
| Legal, accounting & administration | $50,000 |
| Travel | $25,000 |
| Reserve | $100,000 |
| Total | $1,000,000 |
Planning allocation, not funds raised or expenditure incurred. Commitments will follow funding gates and board oversight.
We are preparing conversations with founding donors, local delivery partners and prospective advisers. Contributions will require a confirmed receiving entity and contribution process.
Support the people and capabilities needed for an independent launch.
Help define a useful pilot and the safeguards it should test.
Bring technical, regional, governance or finance expertise.
